TheELDdesignissuchthatmotorcarriersanddriverscancomplyefficientlywithHOSregulationsandthatmotorcarrierscanmakethebestuseofELDsandrelatedsupportsystemsastheirprimarymeansofrecordingHOSinformationandensuringHOScompliance.

EngineinformationwillbesharedwiththeELDthroughintegralsynchronization.TheELDwillbetamper-resistantsounauthorizedalterationofthecaptureddatawillnotoccur.ELDs,certifiedbytheproviders,willmeetorexceedtheperformancerequirements.
